The cheapest, easiest method is to buy a plastic tarpaulin cover or a thermal blanket, and cover the top of the hot tub when not in use. This will keep the heat in, and the cold out. The upside of this is that you can use your hot tub throughout the winter months.

To conclude, there are positive and negative points to either choice. It's mostly a question of how critical it is to you to use your hot tub during the winter months.
